In 2023, the Local Governance Reform implemented by the Government of New Brunswick resulted in the restructuring and incorporation of communities across the province. Through this process, Hanwell Rural Community was combined with a portion of the Kingsclear Local Service District. The community has an approximate population of 7,000 residents.

As part of this reform, all newly established municipalities are required to prepare and adopt a Rural Plan that applies to their full jurisdiction. 

The intent of the new Rural Plan is to review and update these existing documents and consolidate them into a single, comprehensive plan that provides consistent policy direction for the entire community.

Public meetings were held on February 24 at the Upper Kingsclear Community Centre and on March 1 at Hanwell Place to seek input from Hanwell residents.
